When a decision needs a clearer basis

The Gate starts with a bounded question. A promising pilot, a persuasive proposal or an urgent investment does not resolve every production and scaling question. The assessment examines the commitment being made and what needs to be known before authorising it.

The work is relevant to initiative sponsors, business and technology leaders, and those accountable for approving investment or accepting risk. Procurement, data, security and operations contribute according to the dependencies of the decision.

Before contracting
Does the proposal fit the actual use case? Which vendor claims have evidence? Are integration, data use, support and exit arrangements clear?
After a pilot
What was demonstrated and what remained outside the test? Does the learning hold for the intended users, data and volumes?
Before production or scale
Do controls, ownership, capacity and failure response support the new operating context?
When material risks emerge
Which assumption changed? Should use be constrained, revised or stopped while the issue is resolved?

What the assessment brings together

The depth of each dimension depends on the initiative. The analysis starts with objectives and measures of value, examines technical and operational feasibility, and connects risks to business consequences. Missing information remains explicit; an absence of objections does not turn it into favourable evidence.

Inputs may include proposals, requirements, pilot findings, architecture and data maps, cost estimates, existing controls and responsibilities. The adequacy of those inputs is itself a question: a supplier’s prepared demonstration answers different questions from evidence of use in the intended operation.

From the situation to an executive recommendation

First, we define the decision: current situation, objective, alternatives, approval timing and criteria that could change the conclusion. We then bring together the required perspectives, examine available evidence and make assumptions, dependencies and unresolved questions visible.

The synthesis relates findings to the decision. When a condition is necessary, it matters what must be resolved, what evidence would demonstrate resolution and who should own it. Access, team participation, scope and commercial terms are agreed for the situation; there is no published fixed timeframe.

Three possible conclusions. Explicit accountability.

The organisation receives an independent executive recommendation: the assessment basis, material evidence, trade-offs, risks, conditions and next steps. Questions without answers remain identified. The specific delivery format is defined in the scope.

Proceed
The evidence examined supports the commitment within the defined scope and assumptions. Residual risks and responsibilities remain visible.
Proceed with conditions
The commitment depends on specific conditions. The recommendation distinguishes what must be resolved before approval from what can be monitored afterwards.
Do not proceed
The available basis does not support the proposed commitment. The conclusion explains the reasons, alternatives and, where relevant, what would justify reassessment.

A recommendation that supports approval without replacing it

The vendor contributes solution knowledge and the internal team contributes operating reality. Independent assessment examines how that information relates to the decision criteria. It can focus on a single commitment without requiring a broad transformation or implementation programme.

The final decision belongs to the organisation. The Gate is not a performance guarantee, a certification or an automatic production authorisation. Its value is in clarifying what is known, what remains uncertain and what leadership is accepting when it decides.
